Why do this?
Because individuals need an easy, straightforward way of getting a price quote on their tax return without needing to sign up or provide income or personal information, and tax professionals need a standard way of assessing the work associated with preparing various tax returns to provide meaningful price quotes.
Or, we could just stick with how we all do things right now...just Google tax preparation in your area and hope you find a good tax professional. But wait - what if an excellent CPA in a different state can prepare your tax return for $200 less? $1,800 less (true story)? That's interesting. But how would you even know about that other CPA? How would that CPA easily provide a price quote on your tax return?
